Our Pediatric Surgery Division provides comprehensive surgical services to the children of Northeast Tennessee, Southwest Virginia and portions of North Carolina and Kentucky.

Michael J. Allshouse, DO
Dr. Allshouse wants his patients not to be defined by their disabilities, and is passionate about giving each patient the chance to lead as normal a life as possible. He wants to help alleviate pain or suffering while also inspiring his patients to do better. Dr. Allshouse believes his wife and children have taught him the most important lessons in how to be a better man and physician and how to be more compassionate to people, which in turn help him provide better patient care.
Brad A. Feltis, MD
Dr. Feltis is eager to expand current capabilities to achieve an advanced newborn surgical care system so people in the Appalachian Highlands won’t need to leave home to receive those services. He is thrilled to be a part of the Niswonger Children’s Hospital team's compelling vision of creating a comprehensive advanced pediatric surgical program.
Lesli Taylor, MD
Dr. Taylor received a Bachelor of Fine Arts from Boston University in Massachusetts. She completed pre-medical courses at the University of Massachusetts, Boston. She earned a Doctor of Medicine degree from Johns Hopkins School of Medicine in Baltimore, Maryland. She completed her general surgery residency at Beth Israel Hospital in Boston. During that time, she completed two years of research in the Pediatric Surgery Research Lab at Massachusetts General Hospital. She completed her Fellowship in Pediatric Surgery at Children’s Hospital of Philadelphia in Pennsylvania.
Andrew Trecartin, MD
Dr. Andrew Trecartin received exceptional training in pediatric surgery at the University of Colorado where he completed his fellowship. He also treats each individual patient with meticulous care, working hard to make sure they have the best possible outcome.
ETSU Health is remarkably active in serving underserved communities both locally and globally. Dr. Trecartin wanted to be a part of this mission.
Several life experiences inspired Dr. Trecartin to become a doctor. He observed his uncle, a vascular surgeon, gently holding the hand of an elderly patient while explaining how he would take excellent care of her. Dr. Trecartin also spent a school year volunteering on a medical boat in the Amazon jungle. These experiences impressed upon him how doctors can develop skills and apply science to help people recover.

personnel and numerous clinical faculty. Our mission in the Department of Surgery
is to provide superb surgical care to the citizens of Northeast Tennessee and to maintain
an active basic research program into the mechanisms and treatment of surgical disease.
The Department of Surgery is composed of a number of divisions including general surgery,
trauma and critical care, pediatric surgery, cardiovascular and thoracic surgery,
plastic surgery, surgical oncology, ophthalmology, and breast surgery.
